    Where does the funding of the course come from, and how do the police use it to generate revenue?

    The revenue from the courses goes to the council, not the police.

    The council are responsible for funding the camera partnerships.

    This is not a camera partnership matter.

    a taxi driver hit me in July...he claimed fault at the time but preferred to settle it privately until I said not and took lots of photos of incident and him (to make sure he does not switch places when he called his friend).
    Esure handled the thing right through for me, as the insurer he informed me was not fully correct. Is that not what insurance is for?

    For many reasons - your insurance company probably just palmed you off on to a claims management company. Third party insurers usually work faster if you go direct as they can avoid further costs.
    Because if your insurance comes up for renewal and the third party insurer still hasn't reimbursed your insurance company it will complicate things like no claims bonus (albeit temporarily) - if you go to the third party directly then your insurer can still issue this as you've not made a claim on your policy for that year.

    Sounds like it was 50/50..... you're not supposed to park so close to a junction.

    How do you know she didn't? The OP just says that they reported it to the police not whether the old lady did or didn't.

    No one is denying that this old lady did. You might not generalise, but a lot of people on here are.
  • This is how we used to do it in the good old days.

    You write directly to other party, you outline the events, particularly materials facts such as hitting a stationary vehicle (I take it the vehicle was legally parked, not close to a junction, not on zig zags etc) whilst outside a school, and hold them responsible, and put it to them what you want (repairs or money to repair).

    I would not involve an insurance company unless I had to, as even involvement in a non fault accident goes on the insurers database and ridiculously will increase your insurance.

    There is no legal obligation I am aware of, to require motorists to involve insurance companies following an accident, if they are prepared and prefer to deal with repairs out of their own pocket.
