Ryanair admin fee not in the headline price contrary to their agreement with the OFT

According to this MSE article, Ryanair agreed with the OFT "not to hide charges until the end of the booking process, and instead include all compulsory fees in the headline price."
However, I've had a look round their site this morning for some flights and it appears that this is exactly what they're doing.
For example, 4 X £31.99 = £127.96. To get to £155.96, you need to add on the £28- admin fee

It seems you are right. When choosing the date and time to fly, the £7 admin fee is excluded from the displayed fare, and is included only when you select a date and time. This appears to be a breach of Article 23 of Regulation (EC) No 1008/2008.0

According to Regulation 4 of the Operation of Air Services in the Community (Pricing etc.) Regulations 2013, both the OFT and the CAA are responsible for enforcing Article 23, which has been in force since 6th April 2013. Therefore you should complain to both.0

Article 23 states that it applies depending on the location of the airport from which a flight departs. Therefore even a non-EU airline departing from a UK airport would be subject to enforcement on this matter by the CAA and OFT.Aren't RA controlled by the Irish equivalent of the CAA?0 -
I wonder if it depends on the definition of "compulsory". In the past RA have got round the problem of compulsory fees by sometimes having flights where that compulsory fee did not apply0

That doesn't get around it. I'm not seeing this, I've checked the same flight - must have been a momentary problem?0

More likely it was a glitch. The admin fee was included in the price when I was booking a flight with them a few weeks ago.0
