LCP Parking Charge Notice in Harlesden Plaza

Hi to All,

I am new to this forum and requesting advise regarding a Parking Charge notice I have received by post from LCP. The letter is showing the offence as overstay. I tried to pay for the parking by phone but for some reason the payment was not been successful and there fore I bought a ticket from the machine a valid ticket. As per the video image, I left the car park before the expiry of the parking ticket. I don`t understand why they have issued a PCN. From the entry time it took around 20 minutes for me to get the parking ticket organised.

Would it be good to appeal against the PCN or shall I ignore it ?

Looking for your valuable guidance and advise.

    This ticket is through post only and I got the ticket that I have puchased from the machine with the plate number on it.

    I suspect they are saying you took 24 minutes to purchase a ticket and left 4 minutes before it ran out so you "Stole" 20mins of free parking.

    I would appeal on the facts that the pay by phone did not work and it took time to get a ticket, then get a POPLA code and use the advice on here to win at POPLA showing the scammers where they can place their stupid charge!

    In fact I had few issues in getting the parking ticket. I tried to pay over the phone couple of times and it was not successful. Then I really struggled to get some coins to buy the ticket from the machine. I didn`t go an where else during this time.

    How can I get a POLA code ? Shall I appeal in the first place ?

    You need to appeal to them first as the registered keeper, on points like this, their systems were not working, they haven't given enough grace time because of the former, their charge doesn't represent the true pre estimate of loss, they do not have the authority to issue these invoices and so on

    Once they reject come back here for help with popla. Don't do this part by yourself or you'll fail. By the way you have left all the times and dates on your post, please read my signature below on what not to show on threads.

    Make sure you do not say 'I tried to pay by phone'. Has to be written by you as the registered keeper talking about the driver in the third person (gives you a stronger set of appeal points for POPLA).

    So you write: 'the driver tried to pay and...the driver saw no clear signs...' etc. Plus the other points made by Stroma, all written by you as the keeper not the driver.

    Nope it's just a matter of not implying who was driving at all. Write that you are the registered keeper and 'the driver did this, the driver did that...'
