found old licence, moved address, what to do?

They do, the same regulations apply to the old paper licence and the new photo licence - same offence and same penalties, neither affect the validity of a licence.0 -

The only time your license is invalid when a court suspends it, the DVLA revoke it.
YOUR LICENSE IS NOT INVALID IF YOU DONT UPDATE YOUR LICENSE WITH CURRENT DETAILS. Many people have different addresses to the address they live as long as you have access to the address nominated your not subject to fine.
YOUR PROV/LICENSE DO NOT EXPIRE IN 10 YEARS AND EVEN A PHOTOCARD EXPIRED DOES NOT INVALIDATE YOUR LICENSE AND ENTITLEMENT TO DRIVE.
the ONLY thing that can transpire from wrong license details is a fine of UPTO £1000.
if you were a police officer you'd be subject to brush up on the regulations for wrongfully issuing tickets in this scenario because the amount of people challenging your tickets on court and winning would raise eyebrows.0 -

After 15 - 20 years I would bin it and forget about it.
bad advice, information on databases doesn't just "disappear" after a set amount of time. OP should contact DVLA and get the license formally cancelled. So their information could be removed from the database.
Otherwise there is always a risk of ID fraud. What if OP wants to start driving years down the road. They reapply for a license after "destroying it", dvla says OK fair enough you've moved but we need proof you are the same person as the one registered in the 90s, could you send us your old license back.. What happens then?
What if DVLA introduce any annual driving license tax where every license holder needs to pay £20 a year (probable when people car share in future and use services like zipcar, rely on company cars etc).0 -
