Best option for getting a Samsung Galaxy S4 with unlimited data - contract/payg

Hi I hope someone can help.
I am due to go into hospital soon and want to be able to keep in contact with family and be online etc, and have chosen the S4 for many reasons, one to be connectable with my fitbit, but I have a bit of a dilemma on how to go about it.
Now I can afford to buy it outright, but I want unlimited internet access. I'm waiting to be added to the electoral roll but wont be by the time I need the phone so I am guessing phone and contract option is not on the table. I understand I may be able to get a sim only contract or there is the payg option.
What would you do? I can't figure out what my best option is

Most likely. It costs ~£400 sim-free that is about £17 p.m. over 24 month. 12 month one plan £15there or their,one day i might us the right one ,until then tuff0
