Nothing surprises me about car dealers, I looked at a car and as it was the high end model it had fancy wheels. I went back a some time later with the intention of buying it and noticed the wheels were now the basic ones.0

I think the point about MOT's not removing covers was to counter OP's complaint that the MOT report said they hadn't removed the cover, rather than to claim they couldn't have stolen the wheel.0 -

If you are only requesting (and paying for) an MOT it does.
Its just like you going to a store and paying for a loaf, but you also decide to take just take a tin of beans without paying. It may be illegal/unlawful, but nothing actually stopping you from physically removing the goods0
