Jetting traps guarantee?

Hi everyone,
Hope someone here can be of assistance.
Moved into a new property in Glasgow in May this year. Upon moving in we discovered a leak under the floorboards of the flat (eventually turned out to be a burst drainage pipe that we got fixed for a low cost reliable plumber who was willing to go under and get his hands dirty).
However prior to this being fixed another set of local plumbers attended and charged a few hundred pounds to jet the trap outside the property as when the toilet was being flushed this was at times overflowing to the surface outside the property slightly.
This was back in June that the jetting was done, however I have seen in the past week bits of toilet paper around the trap and it looks like it may be blocked again despite us being very careful about what is being flushed after the previous jetting.
I called the plumber and they advised that there is no guarantee for the jetting (despite it only being done 4 month ago) and that I would have to pay another charge to have it done again. Is this standard practice? Anywhere I can go with this?

Scotland's water/sewerage system is different to England0 -
Called Scottish water now to report it and they are going to send someone out to look at it, problem is the trap that is overflowing is within the boundaries of our property (bought), it's right next to the extension which then leads to a trap in the garden which isn't overflowing before it leaves the boundaries of our property into the main sewage system.
Hopefully the water company will do something.. Will see shortly I guess thanks:jStand And Deliver ! :j0 -
Oh well, Scottish water advised it is within the private drainage beyond their demarcation. Having to try pursue this through my buildings insurance now.:jStand And Deliver ! :j0
