Best broadband only deal

My granny is wanting to get a tablet (she can't use a computer, but can a tablet). She wants a 3G one and do PAYG. I'm trying to convince her that it would be cheaper to get broadband. She has her phone through Talktalk, so it's only broadband that she needs.

Any advice or thoughts on what would be best to go for? She's not going to be doing a mass of downloading.

She lives in the Highlands of Scotland, so there is no fibre yet.

    She may be very limited in choice of provider. I have a Scottish friend who lives offshore and only has a choice of two; both expensive and somewhat slow.

    She can add broadband onto her TT package very cheaply if she's on an LLU line.
    3G coverage in the Highlands is going to be potentially very patchy.
    No free lunch, and no free laptop ;)
