It is outside the time scalein the sense that store cards were not regulated prior to 2005.
Most banks were regulated by a precursor of the FSA then, which is why they are not outside timescales.Non me fac calcitrare tuum culi0 -

If I was you I would put a claim in. I have had 2 payouts for loans from 1998 and 2000 from Lombard and Barclays. I know you say yours are storecards, but what have you got to lose, the price of a stamp. Go for it.

Santander own most storecards now, and they will reject those bought prior to 2005.
After they have rejected you, depending on who provided the insurance, you then complain to the underwriter.
