Answering you question: Assuming that you have the right to continue to use the vehicle then neither you nor your wife would be guilty of an offence - See s.54(4). intending to prevent or inhibit the removal of the vehicle by a person otherwise entitled to remove it.
The bit in bold answers the theoretical questions about clamping wife's car. If to stop thieves pinching it, you would be OK. If to stop her seeing a lover when you were wasting time on a Forum then you would be acting unlawfully.

Presumably his reason for wanting his own car clamped would be to prevent it being towed away by the council exercising their powers under s.99 RTRA in the belief that having lain unused for many years and was effectively abandoned. Just a waste of space on this forumWhen posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.
Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.
