What do I have to check regarding to gas boiler?

Hi All
Im in the process of buying flat. I went to a flat which i interested a lot and checked boiler. It didnt work. I took few photos of the boiler and its pipe connection. It is Main Combi 24HE boiler. I found its user guide and installation manual pdf from a web. It said gas supply pipe connection is 22mm. But in that flat its used 15mm pipe . Estate agent man said the boiler installed 2-3 years ago. The boiler is the only gas appliance in that flat. The boiler is 3-4m away from gas prepayment meter. When we try to run the boiler the sealed system pressure was around 0.5 bar. This might be the reason why the boiler was not working. Need to repressurise it. The flat was empty probablyfor 10 months. So the boiler was never used for the time period. It might cause the low pressure.
So what Im asking here is what document do I have to ask or require from the estate agent/or vendor legally regarding to boiler and gas stuff?
1. Is it : kind of gas safety check record, installers/ fitters details, the boiler service record, any certificate or something else?
2. Is it acceptable using 15mm pipe for gas inlet even the boiler installation manual recommended 22mm?
3. What else I have to check in the property regarding to the boiler and gas stuff?
To be honest dnt want any problem after move in the new property

For installation issues an RGI inspection is required. At the very least I would want to see it working to ensure the hot water supply is adequate. 24kw isn't going to give a high flow of hot water.0

If the property is advertised as 'with gas CH and DHW', then it has to be working, unless it specifies that it's not. Say to the EA that the boiler is not apparently working, and that your offer is conditional upon this defect being remedied at the vendor's expense before exchange, and written evidence then being supplied to show that this has been done (i.e RGI's receipt). Not your problem.
It could well just need repressurising, but you can't be sure. Was there any credit on the PPM? If so, no gas supply...No free lunch, and no free laptop

Sounds like a bangernomics scenario: buy a banger, run it into the ground without spending anything, then sell it to the next mug.
An engineer has tools to measure the gas pressure.
A short 15mm run can be fine, until you put in 5 burner hobs and 30kW combis. Just assume you have to replace the combi and gas pipe, and haggle accordingly. There are more important things to worry about in a house purchase.0 -

YES, I will definitely check the hot water supply,
you said RGI inspection, is it the inspection when the boiler was installed, or need new inspection report?

There is NO gas hobs there, Only the boiler uses gas. I know the gas safety is one of the important things for any property purchase. Havent bought yet just viewing,
agree to the more important things out there apart from the gas issue.

yes there are 4 poundish credit on the PPM, twice viewed the property and the balance 4 poundish was still same. EA man was there when we check the boiler so he knows anyway.He said he will contact the vender.
I wont buy the property if the boiler and gas issue is still there. just viewing at the moment

Ask for a copy of the Building Regulation compliance certificate. Benchmark and service log should be completed.
Only a RGI who has tested the installation can advise on safety aspects.0 -

I asked these documents and was told soon later the vendor took his property off of the market. what is all about?
Did I ask too much info about gas stuff? Or there was serious gas issue in that property?
anyway, does the home report survey check a gas safety in a property ?
