Flight delayed

Hello,
I am trying to work out if I am able to claim compensation.
I booked a package holiday through Jet2 to Lanzarote in April 2013.
The return flight was delayed by 4 hours.
The flight was delayed due to the flight in to Lanzarote that morning was called back to Leeds due to debris been on the runway after takeoff. So a safety check was carried out.
Would this be classed as an extraordinary circumstance.
Any advice would be helpful.
