fascias soffits and guttering and downpipes

Hi- any advice would be much appreciated.

I recently bought a flat in SW London.

The survey flagged that the soffits, facias and gutters would need doing.

I've had two quotes, the latest being £2500 plus VAT, for apparently 26m approx inc fascias, soffits and gutters.

The gutters are currently cast iron, but this would be replacing with plastic.

The company were recommended by a neighbour, however I have some concerns.

The guy said they would take out any rotten boards, but just plastic over the other boards. I pushed him as to why they wouldn't just take all the wood ones down and replace with plastic and he said there wouldn't be anything to fasten them to otherwise.

Firstly, does anyone know if this pricing is about right for SW London?

Secondly, can anyone comment on whether the wooden boards should be taken out? My father said its just cowboys who stick the plastic over the wood.

Finally, can anyone recommend any decent people in SW London?
