Economy 7 versus Economy10

My disabled son lives in his own flat in a listed building that only has electricity as it’s energy source. As its listed (grade 2) my only option was to install secondary double glazing. His heating comes from old (1970’s) Dimplex storage heaters. I am hoping to install a new modern centrally controllable storage system. I would use RF or mains borne signalling to control the system as the floors are solid and I would want to use the existing wiring.

Being disabled he is at home all day and therefore his flat needs heating during the day as well as the evening. To complicate things further he needs his bedroom to be heated during the day as he spends much of his time at his computer that is situated there.

At present he is on an Economy 7 tariff but would he be better off being on economy 10 ? I believe economy 10 to be available in his area.
