Highview Parking fine - Almondvale

My partner recently received a parking fine from Highview parking at the Almondvale centre in Livingston for overstaying a 'free' parking limit by 30 minutes two weeks ago. Highview appears to be a private company who issues 'charge notices' for a 'client', client remains unknown but is definitely not a council or such like.
Do we pay as I'm not sure how valid this is? She was not driving at the time and we refuse to divulge who was as I don't believe its is any of their business. Should we pay or just ignore?

Nothing different for Scotland and NI - Its England and Wales that got the new legislation. POFA 2012 does not apply in Scotland, so the situation is the same as before - No keeper liability, so next to no chance of a PPC chancing their arm in court.
Ignore everything except properly issued court papers - but don't hold your breath for them!0 -

I got one in Edinburgh. Read the BPA code of practice. Number 28.2 says entrance signs must be visible on entering the car park (there is a sample sign in the appendices that must be visible). There were none at the sainsburys car park I went to so in my eyes the "charge" was issued illegally. Also says on the letter I got that civil action and POPLA weren't applicable in Scotland. POPLA is the appeals body in England/Wales only I believe. If you can't appeal I don't see how they have a case.

Would have been simpler to have put the single keyword 'Scotland' into the 'search this forum' heading above all the parking threads on the right next to 'forum tools'. Change the default search to 'show posts' instead of 'show threads'.

Oddly Almondvale Retail Park is run by APCOA and after I phoned them, they claim no knowledge of Highview.
Yes my notice has a high angle picture of my car. Even though I'm an employee of one of the shops there. My shop manager has emailed APCOA to officially inform them that I should be excluded from parking charges. But Highview insist on charging and will not tell me if APCOA is one of their customers!

And Highview will love it if your manager gives away who it is who drives your car. Tell your manager, all the other staff in your shop, the staff in your neighbouring shops, and as many customers as you can that in Scotland you ignore, you do not contact the parasites in any way.Je suis Charlie.0 -
Hi,
My son got a ticket sent through a few months ago. He was parked for 3hrs 40 min - max stay 3hrs. He did not see any notices to state either short stay or max stay 3hrs when parking.
Having checked different sites advised him to ignore notice, He received a reminder few weeks later which again we ignored.
He has now received a letter from DRP recovery for £149.
Don't know what to do, if it's not paid then they will commence court action.
This was his first time at Livingston shopping and it will definately be the last.
Can anyone please give me some advise.

The advice you seek is all above you in the posts preceding yours. We can't tell you any more than what's above. But in summary, as you're (luckily in this context) in Scotland:
1. Ignore everything
2. Do not reveal who the driver was (can't stress the importance of that)
To our knowledge there has never been a private parking charge issue ever taken to a courtroom in Scotland, so the chances of your case being the first is as likely as Scotland winning the World Cup.
