The DVLA has no mandatory criteria which ATA's have to meet. Their document headed "Standards required to obtain ATA status" is nothing of the kind, rather it is as follows:
"This is intended to give potential ATA applicants an idea of the minimum criteria, and to allow staff at DVLA to begin the process of assessing their application. Please note, that it is not a formal set of criteria against which applications are assessed.
Its aim is to provide a high level overview of what would be expected of an ATA. While it would be reasonable to expect prospective ATAs to adhere to this guidance, the document is not in itself what the application is judged on."
So, what is the application judged on? You guess is as good as mine. Furthermore:
"The DVLA does not audit ATAs against these criteria when they have been approved."
So not only are the "Required standards" not required for approval, they are never required.Je suis Charlie.0
