    I don't know about the laws surrounding this, but despite what some of these comments seem to be saying, I think it is a real liberty and if it had happened to my house, I would be fuming as well. However, sometimes it is more important to be happy than right, so maybe providing the new chimney stack is as good as, or better, than it was before and you get a warranty with it that may make your life easier. There can be nothing worse than a feud with your neighbours that goes on for years no matter who is right. Your home is where you are meant to escape stress. Good luck.

    I think the OP still needs to speak to planning office.

    think of this

    Its your chimney stack on YOUR property. It has been removed without planning permission. the only time planning permission would not be needed was if the chimney was in a way that it could cause damage to property or life
