Can i prevent a water meter on a private road

I live in the south east. It is not a private supply, but it is a private road of older houses - we all pay an equal share for the upkeep of the road, my bills will substantially increase if a meter has been put in even though i know that i can get a transitional account for 2 years.
I know that laws have been passed to ensure this happens.but i wondered if anyone had any knowledge if i can fight this as this is a private road?
BTW - they cannot find the outside stop !!!! - and i can't see one at any of the neighbours houses. my short term plan is to delay it as they have to make an appoint ment to come and look round for the outside stop !!!!, but this isn't a solution,

How can you get a transitional account? Who is the supplier?
