So who represents the consumer 100% ??

I can not understand who to go to with my side of the story, about minimal usage, a side that is logical, seen by others, and supported by photographic evidence - all reasonable assertions - and so far I have been led to believe that the organisation who contacted me when I complained are impartial, but at the first sign of my assertions they emailed back telling me that meters slow down with time, an arbitrary email, an arbitrary point of view, prior to a visit to my home, changing my mind about who to trust.
So who represents the consumer 100% ??0 -

Thanks for getting back to me. I gather that I can not name the company on the forum without their permission.
I won't know more about what to expect til they visit me to look at my meter, which they said will be in November.
Does anybody NOT get cowed by the utilities? Is it all rigged in their favour? No Ofwat to oversee justice?0
