Hello,
I have been paying a direct debit for the last 11-12 months (since I moved in) on a water bill at £40 per month. It is my understanding that the water is calculated on the meter, however, today I have been informed that the meter is broke and that the reading is 0. As such the water company wish to come and inspect/replace the water meter.
Should I be entitled to recover all sums paid since I started paying the bill, as they are unable to calculate the amount I actually owe?

However if you have used water then it is only fair that you pay for it
The water company will estimate your usage, one method is to check your usage once the new meter has been fitted and apply that to the past.0 -
Yes, you will need to pay, for the water used and the standing charges.
Once a new meter is fitted they will back bill based upon readings over a period of time on the new meter.
This is the fairest way to do things IMO.0
