stolen phones arent suppose to work anymore

my sisters has had her phone stolen, but i thought the new system was to block them now so there suppose to be useless right?
or am i being amazingy stupid?

Stolen phones will have the IMEI number blocked so they can no longer be used, some phones the criminals can get round this by changing the phones IMEI number but that is only usually the case with samsung and some other models, nokia are usually quite good with this, outside the U.K then the phones can usually be used so you do get people selling the on ebay and shipping them to africa etc.0
