Advice on claiming from Iberia airlines

Hi,
Was hoping someone could point me to the right place.
I feel I am entitled to compensation for a 24hr delay in Mexico by Iberia airlines. The captain and ground staff said it was due to faulty nose wheel and the spare part had to be flown in from Madrid. The response I received from Iberia was
'On this occasion, one of our scheduled crew was unable to work, and we could not replace them in time. That is why your flight was delayed, despite our doing everything possible. The moment we learned of this incident, we informed, attended and provided you with the quickest way of reaching your destination according to the available alternatives. European Community Regulations establishes that no compensation is due.'
I challenged this, stating this was not the explanation I received at the time of the scheduled flight but also scheduled crew unable to work is still a reason to claim compensation. Iberia simply copied and pasted the same response back to me.
Can anyone tell me who I should go to now? I want to avoid a claims management firm for as long as I can. Someone mentioned CAA but Iberia is based in Madrid and I cant find the right link or address to follow up this claim.
