PLUSNET...arrrrggghhhh!!

ok. so i signed up for Plusnet at our last address and although service wasn't great..kept dropping out, i decided to give them a go. We have moved into a new flat and wanted to transfer the service. I gave notice of the move on the 20.08.13. It is now 01.10.13 and today they only just connected our phone line! Three engineers have visited our flat, each doing a bit, then saying they couldn't complete as something was preventing this. The first put an openreach cover plate on a cable and wireless box!! but informed me that the work had not been done in the cabinet in the street, the 2nd informed me that the plate was useless as it wasn't a openreach box, he corrected the cabinet bits, said my socket box needed replacing and that the twin cabling was old and needed replacing, then left. Last week I was contacted by open reach to arrange fitting of the fibre, i informed them that i didn't have phone or broadband connection so would that be done at the same time...NO. Openreach advised me to contact Plusnet as the service was marked as completed!!! when i contacted them they said the engineers feedback hadn't made that clear! The 3rd engineer came today, fitted a new socket box, didn't touch the twin cables. The original FTTC appt was supposed to be today...but was cancelled!! due to erm...a delay in the service?? so now i have reached my limit and want to cancel. I have waited 6 weeks from informing them for this service to be activated...There has been !!!! up after !!!! up, so now i have reached my limit and want to cancel both services...but i have been told that i will incur charges as my phone line was activated today. I feel this is really unreasonable as I am now not going to receive my BB until 10.10.13, i have not had the service that i was promised..oh and they charged me £3.99 during the time that i had no service. I have been told that i am on a new contract, I was not told i has a 14 day cooling off period from the start of this, then i was told if I changed provider and they requested a mac key i would not be liable for any fees., i have also been offered a deal 9mths at £12.99, 9mths at 19.99 as an apology for all the errors, oh and a refund of the £3.99!! this is not a deal exclusive to me as it is currently the one on their website...open to all!!!.....HELP
