Yes they will get registered keeper details through their EDI link to the DVLA, its automated they will get that for a cost of £2.50 to them.
And Popla decisions are not binding on you, so if you lose you still don't have to pay short of a court order, but as we win 100% of appeals to them on here, you won't be paying or going to court.When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
We don't need the following to help you.

The amount of the 'charge' really isn't a consideration as you won't be paying it! You will win at POPLA in the end - if you simply follow this advice when you get that Notice to Keeper (your appeal will need to be written in your husband's name, not naming the driver):

Thank you. I am an honest person and if I felt that I was definitely in the wrong then I would pay up but to me, parking in a car park means actually parking in a car park with recognised bays not just a different colour of road!!!

Start thinking of them as the sort of people who tell you that you have won the lottery and just need your bank account codes to put the money in.

I have now received NtK and want to draft a letter to V/C/S to challenge the charge.
Thank you Coupon-mad for attaching the map... I was parked on Campus road and after reading your other threads, etc. Am going to contact the Uni to see if they own this road or indeed the owners of the building (if the Uni rents it) that is attached to the road have a contract with V/C/S to issue the parking charge notices in this area.
Could you please post a link to a letter which I may use as a template or indeed a thread as I'm getting a little confused with what I should put due to some of the letters being about car parks attached to retail shopping parks...

Had a look on another thread and came across this by Coupon-mad:
If you want to put them through the embarrassment of losing at POPLA then I'd recommend a soft appeal to the PPC like this (not even saying who was driving, let alone any other details and certainly no mitigating circs). So maybe you'd favour a 'short but sweet' first challenge like this one mentioned in a Britannia pepipoo thread:

If you prefer to start with a strong legal challenge then just adapt and use parts of this template from the Parking Cowboys' website which you will see has lots of points:

At this stage almost any old appeal will do (other than making any statement about who might or might not have been the driver). Your appeal will almost inevitably be rejected. The prime purpose of this first stage appeal is to extract a POPLA code, because that's where, with help from here, you can kill this off.
VCS are a bit stubborn in issuing a code, you may be asked to go back to them again with 'more evidence', so it will be worthwhile emphasising in your first appeal that this is the Registered Keeper's full appeal to them and if the parking charge is not withdrawn, you want a POPLA code to be issued without delay.
HTHPlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

Thanks for your advice... How does the following sound?:
On XX September 2013 the driver parked the vehicle XXX XXX on Campus Road, Bradford.
When thedriver returned to the vehicle they discovered a parking charge notice affixedto the vehicle which stated that the driver had parked in a restricted area ina car park.
The driverbelieves they are not in breach of this contravention for the followingreasons:
The vehiclewas in fact parked outside of the car park on Campus Road and not in arestricted area in a car park as stated as the reason for contravention.
The fee isalso disproportionate, According to the Unfair Terms in Consumer Contract Regulations– parking charges on private land must not exceed the cost to the landownerduring the period the motorist is parked there. In this particular case the driver was parkedon a public road, therefore it is free to park on a public road for periods oftime, as long as the vehicle is displaying an in date tax disc so the charge of£100 you are asking for is void.
In light ofthe above it is clear that the driver is not liable for the parking charge andrequests that the parking charge notice is cancelled accordingly.
Should Vehicle Control Services Ltd feelthat they are just in pursuing this parking charge notice, it is requested thatthey provide by return mail a POPLA code.

Looks OK, we would also encourage you to understand the important point for POPLA (later) that there has been no 'loss' so you could expand this sentence:
'The fee is also disproportionate and does not represent any genuine pre-estimate of loss. Neither have you clarified whether your chage is based upon the tort of trespass or on alleged breach of any signage on that road. I require you to state the basis of this 'charge' and to show how it equates to any loss.'
When you get a rejection letter it may ask who was driving as VCS are norty and like to use stalling tactics. If so, just reply and say the driver will not be divulged and as the registered keeper you are entitled to appeal and you must be sent a POPLA code by return if they reject your rightful challenge.PRIVATE 'PCN'?
