    Thanks for all your opinions and advise it's all very much appreciated.

    However, I'm ashamed to say, I have now paid Excel the £10 Admin fee to close the PCN. I just don't have the time or energy to research and construct a proper appeal to POPLA, for the sake of £10. Don't get me wrong, if it had been a £30 admin fee I would certainly have taken the POPLA route. I think this is turning into a common approach for Excel as they have a dedicated button on their website for the £10 admin fee.

    I'll be 'smarting' for a while but for the sake of £10, I'll put it down to a bad experience and lesson learned to never go near an Excel car park and the shops it services.

    They ain't gonna get fat on that!

    In fact if a genuine pre-estimate of loss was assessed in every parking case, £10 would probably be about it - and PPC boss' holidays would be more likely taken in Barmouth than the Bahamas!

    Yes I thought as much. That's why I paid online with a credit card, instant receipt. I wouldn't put it past them to lose a cheque..!
