So, you got the fine reduced, but you still refused to pay it until they sent you through more paperwork?
    1. Have you tried to Google the answer?
    2. If you were in the other person's shoes, how would you react?
    3. Do you want a quick answer or better understanding?

Threatening an old lady with her sick mother getting stressed over there, I don't think humans do that..

It was you who when your landlady told you about the letter refused to take any responsibility by passing the problem over to the old lady with the stick!

If you were really worried about this you would have dealt with it yourself and not got to this position. Even if you didn't want to pay you could have informed them of your new address and then they wouldn't have bothered this woman.

Well, it seems that the issue is now settled. The landlady paid your debt to the company, you paid your debt to the landlady. There's nothing much for you to do now. Any action against the company would really have to now be taken by the landlady (she could pursue it under the Misrepresentation Act 1967).
