    One way or another it has to be sorted out.

    Get the water company to look at it, and see what they say.

    Well just had dye test and water company can't find anything. Back to enviromental health?

    Yes, call the councils environmental health ans see if they will help investigate this for you. If the water company are saying the drains aren't blocked, is there a burst water main? (different water company?)

    it looks like its the soil stack on my neighbours house (outside his boundary and on a right of way snicket), coming in through his wall and into his cellar then to mine! he pumped water out on sat and the level has gone down. it might be sewage, nice! if thats the case should yorkshire water pay for the clean up of my cellar?

    The soil stack is your neighbours responsibility. He would probably have to claim off his insurance to clean up yours.
