I'm not sure what you are planning to do when you find out who the owner is - if it's to send them a threatening letter, demand compensation or firebomb the place, then I can understand.
If it's because you want to report them to the police, then my suggestion would be to call the police and give them the number of the trade plate, then let them do their job.
You can report the offense, but it's not your job to arrest/prosecute/etc. That's what the cops & judges are for.
The Police don't have access to the TP database.0
