so sorry but as a newbie but I have read and reread threads on here and pepipoo but have totally confused myself. I received a Parking Charge Notice from Civil Enforcement Ltd on the 19th Sept claiming that I had parked in Bury Lancashire on the 3rd of Sept and overstayed by 10 mins and 4 seconds.
I am of the understanding that I should have 21 days to pay the reduced cost of £75 but on the notice it says reduced amount if paid within 14 days They say they have photographic evidence that i parked at 11.29.17 and left 13.49.21 on the 3rd of September. I cannot remember overstaying but think this may be the times I arrived and left the car park. I remember as leaving I had to wait for cars that where driving round the car park before i could exit my space.
I would be extremely grateful for any help you could give me on this matter.
I also note that they have the wrong address on this notice

    This may not be helpful but I don't understand the timing. They say that you were there for 2h.20m.4s. which is 10m.4s. over the limit. Had you paid for 2h.10m or is there some 10m. margin of tolerance?

    It was free parking for 2 hours.
