Unfortunately this small band of claimants (those that become 65 after 8th April 2013) will find themselves with problems when PIP is rolled out after October 2015.
Some by that time will be going on for 68+. Because of that, they will be transferred over, having to go through the new, more rigorous and more restrictive tests for PIP.
Unfortunately if they fail at that assessment, they will be barred from trying again due to being over 65!
This will in the main only affect those that were getting an award for mobility, as the care element could be claimed for under Attendance Allowance (disability benefit for the over 65's). However those under 70 claiming Attendance Allowance for the first are viewed by the DWP as being young and will have a harder job of proving their needs.
(this was told to me by someone from AGEUK)
With PIP there will be regular re-assessments and short award periods much the same as is for ESA.
As an example I have been awarded HRM & MRC under DLA indefinitely for many years. When assessing myself under the new PIP regulations I wouldn't be awarded anything!
As for the Carers Allowance, many don't reach the 35 hours yet still claim it. I don't think that that is right, but there are no checks in place for the DWP to disprove it, so they are awarded it.

I know it's a couple years off, but my heart sank when I first googled it yesturday.
My mother is also in receipt of an indefinite award and currently receives the higher rate mobility & middle rate care - this is largely due to her being registered blind. I wonder where she would fall under PIP... I will look into it when I have a minute.
I don't understand the current basis of the Attendance Allowance only accounting for the care component - do they not expect those of 65+ (and certainly 70+) to have mobility issues/requirements?I'm not sure if I'm mad for thinking this sounds crazy or just not understanding something about this? Is there no benefit to assist for mobility in this age group? Separate to this, most of my mums mobility rate is counted as income and used to fund her day centre/transport to the day centre, by social services.
With regards to the Carers Allowance - I was thinking about this, and I really do manage her whole life and home, so would probably meet the time criteria. I do earn more than £100 a week, so that may actually be the limiting factor.

& Could anyone comment on whether her currently nil council tax contribution will be affected? I have googled this, but cannot seem to find information on this point.0

It's no longer council tax benefit it is council tax reduction. It depends on each council how much of a tax reduction she will receive so you really have to go on the councils website or give them a call.

Wow, great. I was thinking that it would be worse off than me staying in my current arrangement - but I think if it is only the severe disability premium that is cut (£59.50 a week) and no council tax contributions are required - we may be able to manage it. I hope I've thought of everything!

If anyone does think of anything else in terms of the negative effects of me moving in with my mother who is in receipt of the above mentioned benefits, do please let me know. I may not have thought of everything!

If your mum lives alone she probably gets the single persons council tax discount. You moving in may mean that it goes back up to the full amount - you might want to look into that.All shall be well, and all shall be well, and all manner of things shall be well.

The OP's mother is on Guarantee Pension Credit therefore she will get full council tax support.
As she is receiving DLA then no non dependent deductions will be made.
Although councils now operate their own council tax support system the government put in protection for pensioners..
