Just spoke to o2 re: upgrade and 077/0870 numbers

Right, so I am heavy user of the 077/0870 international numbers and currently am on 1000 anytimes mins + 150 txts for £35 a month...I didn't want to upgrade (or rather, was not sure) due to the new regulations re: the international access numbers - I spoke to them about it...also, I checked 3 mobile and they have offers of 750 anytimes mins half price to £17.50 + £15 a month for 3000 international mins.
O2 say, if I keep my current contract exactly the way it is, then I would not be charged for the 077/0870 numbers - and I can choose any phone I want - but they can't lower the price of my tariff...any suggestions?
