super 7 water heater?

I have a super 7 water heater. It seems to have a smaller tank at the top. This has an element inside which I can see and it is heavily scaled. I thought about de-scaling it but if this is the peak electric element I won't bother because I rarely use it. There are 2 electrical connection on the bottom part of the tank, is this the e7 part? Also, there is thick lagging around the tank but there is only a thin metal plate on top, surely most the heat escapes from the top? Should I insulate this as well.
