At the moment I have phone with BT (Linesaver but soon due for renewal )and bb from O2 (freebie at the moment).

I decided that the Tesco phone/bb was a good deal, but was surprised to see that, due to capacity at my exchange, they cannot offer me a bundle; just bb or phone, which would be more expensive than elsewhere.

I don't understand this, as I already have BT phone, so the only extra capacity would be for the bb, which they say they can offer, and Tesco would just need to take over the billing of the phone line/calls??

I asked the the 'chat' person why this was and all she did was go in circles saying they couldn't offer a bundle because of capacity ie she had no idea why.

    There is presumably no spare LLU capacity on your exchange at present (Tesco run on the C&W network).
    Do a samknows exchange search for your available LLU providers.
    No free lunch, and no free laptop ;)

    C&W doesn't exist in the UK anymore ;)

    C&W may not but their old network does still - may be called Bulldog (which doesn't exist as an ISP now either).

    Anyhow regardless of naming the answer macman gave is almost certainly correct - no LLU capacity so no discount.

    Technically it was Mercury's network.

    Bulldog are owned by Global4 now.

    I emailed Tesco's tech department, who explained that it's due to a lack of equipment to provide the service; something they hope to remedy but don't have a time scale for.

    I think I may have to risk Sky, after all. The line rental saver is cheaper than BT, though they only offer free weekend calls (my BT contract includes free evening calls), but the cost off anytime calls is lower.

    Regardless of ownership or naming the kit at the exchange is full so there is no discount as now confirmed by the OP.
