Council Tax: Tenancy Agreement vs Move in Date

I signed a tenancy agreement for my flat which runs from 1st Sep 2013 to 1st Sep 2014.
My student flatmate moved in at the start of September.
I (professional) will move in at the end of September / start of October. When do I need to start paying council tax? Do I need to pay council tax for whole of September?, even if I have not moved in yet?

Student will pay no Ctax.
You will pay Ctax at single person discount rate. (They won't take the student into account)
Since April 1st, nearly all councils have removed rebates for unoccupied properties, so yes, you will have to pay if you are the legal occupier, even though you are not living there.
The student is unaffected.Back off man, I'm a scientist.

Initially I was going to say yes you pay for septemeber, @ single person rate.
But if the student is named on the tenancy, and living there alone, then I think that the first months liability is zero.0 -

Since the changes last April the whole area is now a minefield badly thought out and implemented
Although as said above many councils charge full rate from day one and some charge more than the standard rate which is a whole different can of worms to your question many councils give a month free or a month free then a percentage discount . If the property has been empty before our tenancy started your landlord will have used the months exemption unless the previous tenant left early but still paid the rent they would have been able to claim the exemption rather than the landlord.
So if you move out before your tenancy ends still paying rent you can claim the exemption then as I have found out the landlord gets no time to turn around or advertise the property without the month council tax free.
