Not if the limiter is GPS controlled... or a combination of GPS/speedo.
I'm pretty sure that the speedo in my car is linked to the satnav. The two readings are always exactly the same and tally with my stick-on Garmin.0 -

Because you wouldn't be able to put your foot down for a speed increase when needed.
Anyway; limiting speed limits to 70 will only affect motorways and national speed limit roads. You'd still be able to fly through the streets at 70 if you wanted.
Although just in case they do manage to get their ridiculous idea passed; I'll start putting some money to one side to have the 'fix' installed..
I'm starting to think Demolition Man was actually a true representation of the future.0 -

As Mankysteve pointed out, GPS isn't 100% accurate to which road you are travelling on.0 -
