Well I see it as 2 options.
You either nail it down dam well, which in this case hasn't happened, or you do allow it to float.
I have oak floor throughout my home, all are glued to themselves and not to the flooring, (chipboard), no issues.
There is no real option to installing it as floating if as in mine, part of the house has solid concrete floors;);)I like the thanks button, but ,please, an I agree button.
Will the grammar and spelling police respect I do make grammatical errors, and have carp spelling, no need to remind me.;)

You can glue solid wood flooring down onto concrete, just as you'd glue parquet, SIKA sell adhesives specifically for this. The other option is to fix battens to the concrete then fix the planks to the battens.0 -

With all due respect Cy thats beside the point although you glue solid to concrete normally. OP has a wooden floorboarded subfloor and thats what we should be concentrating on.

No probs,But exactly what is the issue with a floating solid oak floor? Ok, I accept it may move a little more than engd or laminate.
