I have been following this debate for a while, I read with interest that the European Commissioner for Telecoms, Neelie Kroes is fighting to abolish roaming in the EU and that the UK Government were not in favour.
Just saw this tweet from Neelie Kroes - "Telcos lobbying hard against ending roaming charges at European Council next wk. If you disagree - make sure your President/PM hears it!"

How can we start a campaign?

The mobile networks are complaining that they will lose money. They won't make a loss but will instead lose profit that they should not be making. Levying a surcharge based only on something being cross-border is contrary to the principles of the EU, particularly when such a retail surcharge is unrelated to cost.

The European Commission similarly banned surcharges on cross-border bank and card transactions in euro under Article 3(1) of Regulation (EC) No 924/2009 because the banks were likewise charging excessive fees only because it was cross-border. That was the banking industry, and now it's the telecommunications industry's turn to cease unfair cross-border surcharges which impede intra-EU trade and communication.
