Digital tv and phone package without broadband

My Mother in her seventies wants a tv package mainly for things like catch up tv, on demand etc but stubbornly doesnt want broadband, trouble is when i try to do a comparison search for just phone and tv, the searches always include broadband.She is currently with bt, what is her best option?
