You are getting mixed up with parking and dropping off/picking up. You can stop (unless it is otherwise forbidden) to drop someone off or pick them up, but you can only do so for as long as it takes them to get out or get in.
If you stop and wait you are "parked"
On what grounds did you appeal to Parkingeye?
Parkingeye have a very short grace period, how long were you in the car park?0 -
I was there for 34 mins.
I have trawled through the forum and looked at the POPLA stuff.
Bottom line is that I didnt get a ticket and I have no mitigating circumstances.
Plus I cant go back and take photos as it is 300 miles away!0 -

If you've read the POPLA Decisions thread then you'll spot that mitigating circumstance don't win the appeals. Instead you should appeal on things such as non-compliant signage, lack of contract between Parking Eye and the landowner, that the amount being asked for doesn't reflect the true loss etc.
You need to write your own POPLA appeal and post it here for people to check for you.0 -

And decides to drive in to that car park, you are risking getting scammed by parking eye and you take your chances that come with ignoring the risks.
They are ways to beat them, following the rules on the sign does not always work as they are scammers.
Shop or park elsewhere or expect the equivalent of a paper clamp in the post and certainly never visit the car park twice within 24 hours or they will claim you parked for something daft like 23hr59 minutes.
This company are nasty and litigious and any businesses using them should be avoided at all costs.Be happy...;)0 -

Same as in that case in another beach car park. The registered keeper read up on appeals and POPLA and realised that you don't need mitigation; it is NOT a normal appeal for POPLA that would be needed. Have a look what that poster came up with in the end, from hundreds of miles away talking about a car park he had NEVER visited (his son was the driver)!
He is likely to win the POPLA appeal too as all the usual points that win, are there in his POPLA appeal.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
