People should not have a bonfire when neighbours have washing out, or when the wind will blow smoke towards windows or the road. I wouldn't like the idea of rubbish being burned either, and some is dangerous.

We used to have bonfires regularly - never when anyone had washing out - to burn garden waste. Our kids loved it and all the local children came. Marshmallows, sometimes baked potatoes, and a little beer or wine for the adults made for a very pleasant evening. I can see why people enjoy a bonfire.
    . . .I did not speak out

    Then they came for me
And there was no one left
    To speak out for me..

I have an incinerator and will burn paper and sometimes wood. I don't have a shredder, so it's the only way I can get rid of statements etc safely. I tend to burn early evening when it's not sunny, but only once every couple of months for an hour max. None of my neighbours have complained and to be honest, the general behaviour of some of my neighbours is far worse than me burning a bit of paper ;)

Agree with this. There's only one of my neighbours likely to complain about my bonfires. That's the same neighbor whose dogs I've listened to barking tonight for the past 3 hours.

I occasionally have a bonfire but only after I have checked that the wind will carry the smoke and fallout over the fields at the back, and not all over my neighbours cars and washing.
