BT Broadband Cease Charge of £30

I've given BT 30 days' notice that I wish to end my landline and broadband as I'm moving house and going to live with a friend (who had BB). According to the formatted email I've received, I will be liable to pay a BT Broadband Cease Charge of £30 because I'm ending the service and not renewing it at my new address.
I thought I'd scrutinised the T&Cs when I first signed up with BT and am wondering if this is a relatively new T&C or has it always been in the small print?

It's been in all ISP's T&C since Openreach started to charge to disconnect ADSL tie pairs at the exchange some years ago.
If moving to cable or ceasing all BB usage on the line as you are you are stuck with the charge.
Anybody intending to move to another ADSL or FTTC (fibre) provider on the same line should do this by asking BT for a MAC then there will be no cease charge. Normal house moving with the same ISP normally means they will pick up the expenses in exchange for a fresh minimum term contract.
Hardly a week goes by without this question cropping up here.0
