Water bill and Council Tax Band

in Water bills
My house having been re-banded for council tax, does that mean that I should be entitled to a rebate for my water usage which was based on the original (higher) banding?

No it won't as water bills are not based on the Council Tax banding. You either pay on a meter or a bill based on the old council rates system which froze in 1990!0

Exactly as stated above.
Your water charges were/are NOT based on your earlier Council tax banding.
Without a meter the water charges are based on the original Rateable Value(RV) of your property - which was abolished in favour of the Poll tax in April 1990.
There is no provision to change an RV.0
