I very much doubt you get a discount using water butts, the amount of water most of them hold is so little at least for ones you buy. I have two 80 litres ones and never heard of a discount0

How much of the metered water do you think you use outside? A hose or sprinkler might use about 500 litres/hour. An hour a day...every single day over the whole year...would be 180 cubic metres per year. Summer only you can halve that 90 cubic metres........ Multiply that by your waste water charge then deduct the metering costs and you have your savings.:footie:Regular savers earn 6% interest (HSBC, First Direct, M&S)
Loans cost 2.9% per year (Nationwide) = FREE money.

Covered many times and on MSE and water butts are specifically excluded for discounts.
Having water butts will not affect the amount of waste water going back to the sewer.
Some houses are charged for Surface Water Drainage(SWD) where rainwater from gutters, grounds etc enter the sewerage system. There is an argument that water butts could reduce the amount of rainwater going back into the sewer, but this water is unmeasured and Ofwat have ruled that water butts will not reduce the SWD charge.0
