CAA Scope of authority

In May 13 I suffered a heavily delayed Air France Flight out of Singapore to LHR (Via Paris). Delay to LHR was over 8 hours. Air France want nothing to do with my claim. MSE website suggested CAA is the next step (Table on Travel Delays Pages, EU Airline from Non-EU to EU) however, CAA begs to differ, with thier On-Line Portal not permitting such a claim to be even entered. So my question is who is the next step after the Airline in these cases if not CAA?
