Newbie help, excel peel centre, awaiting POPLA results

Hi to all the people on this site, looking for a little guidance regarding a parking charge notice I've just received.

I've allegedly breached the car park terms and conditions.

The alleged Contravention was detected and recorded by Automatic Number Plate Recognition cameras at the site on __/08/2013 and the reason for the contravention is : Parked without displaying a valid ticket / permit.

So the low down from me is that, I was miles away from home and I entered this car park after spotting the kentucky fried chicken, we parked outside the restaurant had a meal sat inside the restaurant and then decided to have a desert.

I didn't purchase a ticket of any kind I don't even recall noticing a machine to purchase a ticket, I've never known to require paying to park at a nationwide dining chain. I may have passed a sign on the way in but to be honest paid no attention whatsoever as this paying to park on a retail park is all new to me. The letter sent to me shows my vehicle entry and exit times, stating I was a total of ** minutes,

I've had a bit of a read through the various articles on this great site but I seem to be confusing myself.

I don't really want to be paying this £60, the reduced fee if paid in 14 days, neither do I wish to pay the £100 if paid within 28 days.

Is the next stage of this for me to Ignore the letter?

    You won't confuse yourself if you only read relevant threads, and only read new ones from the past 3 or 4 months because the advice differs from old threads.

    Search the parking forum for the keyword 'Peel' and read the threads. the single keyword 'Peel' into 'search this forum' (using the heading of that name, on the right above the forum threads on page one of the parking board) and change the default search to 'show posts'.

    Happy reading - and let us know if you have any queries about what to do after that. It will involve sending a challenge and not taking it lying down when Excel get up to their old tricks and pretend you 'have to' name the driver...you'll read all about it on other Excel threads. Then read about the POPLA 2nd stage appeal.

    Do not just decide you know how to appeal and send off a normal appeal when it gets to POPLA stage. You really do need to read other Peel threads for guidance, there is no 'quick fix' but it shouldn't take long to learn about what to write and when, and about POPLA appeal wording, now you know about the search facility.

  • Ok guys, I've started reading up on this, can I just check that my next move should be to appeal the charge? On the grounds of something like-

    saying that the driver genuinely did not see any signs about P&D parking, therefore they could not possibly be compliant with the 'visibility' criteria of the BPA Code of Practice and would they either accept your appeal and cancel the charge, or supply you with a POPLA verification code.

    I am the Registered Keeper of vehicle (Reg No xxx) and am replying to your Parking Charge Notice (Ref No xxx) about an alleged parking incident at (location xxx) on (date xxx).

    The driver of the vehicle and the passengers that day did not see any signs relating to parking and as such your company fails to comply with the BPA Code of Practice paragraphs 28.2 and 28.3. Please accept this challenge as my appeal, cancelling the parking charge and please confirm to me in writing. If you decide not accept this appeal please provide me with a POPLA verification code within 35 days of receiving this letter, as per BPA Code of Practice paragraph 22.12.

    Yes, send that but do not miss the significance of the thread linked by the Slithy Tove. Tell us when the CEO of the Peel Centre cancels it. By the way, the KFC within the Peel Centre has 15 mins free parking by all accounts, and the signage around that little area is unclear in this respect - so complain about this scam to the Peel Centre like that other poster did!!

    Go for it. Smart clothes & shoes on even if indoors and stand up for the conversation (no joke, that's how to make an assertive or important phone call IMHO!).

    no one hates excel more than me,but how you missed those new signs i dont know?did you park yhere in the evening? astons of locals still believe its free to park there after 6pm,like it always was,though somehow excel have failed to tell anyone about this,,nice little scam excel.
