Your tariff will dictate what calls are in/excluded - it is not a network wide policy, so the tariff you signed up to is relevant. My 3Pay tariff only charged for 0800 calls when my bundle was exhausted. My Orange business tariff provides totally free 0800 calls both in and out of bundle.

The defining list of codes and whether they are included form the basis of your tariff.

A signed contract is a red herring. Since you've now used the service for nearly three and a half years, you've clearly accepted the T&C's of the contract.
But see post 6. Since you are now nearly 18m out of minimum term, why not just give your 30 days notice/request your PAC and leave? No need to return the handset-it was yours to do as you wish with from day one of the contract.
Why don't you use the call logs on the handset to check your actual usage?
No free lunch, and no free laptop ;)

.... Last month I was charged circa £20 for calls, this month I have been charged £15.89 for calls and in both instances and ones prior I know I have definitely not used my quota! I called them to ask about this latest charge and asked them how i could have exceed my call limit when i still had 120 minutes left to use! They just kept saying i had made the calls! Talk about banging my head against a brick wall. ......
I have never had problems with finding out why i have been charged. operators are always able to tell me the details. i.e. you ve been charged £££ extra because you made a call to 123456678 number on that date/time - its a premium rate number and it costs 10p/m. or you exceed your limit and used 950 min while you have only 700 min/m. simples!

just ask when you have made the chargeable call and what was the number. ask why you have been charged. if it is a regular inclusive number and you still have not used all your minutes then it will be obvious that it is 3's mistake. they will sort it out.
