Can I suggest a new STICKY

OK regulars will be aware this forum is now getting totally clogged up with stupid repeat questions over and over again because nubes can't be bothered to read thru the relevant threads. Other forum boards tend to have a policy of ignoring repeat questions BUT making it clear in a Rules Of Forum or some such similar, that this is how it works.
Can I suggest a similar Sticky at the top with simple forum rules including the above?
Can moderators move new threads into a relevant airline thread?
Whilst a number of new visitors clearly can't be bothered to read the relevant threads, I do empathise with those that try, but get bogged down in the many new pointless threads (like this one:D)

It's becoming ridiculous though - surely something must be done? Maybe a sticky in big bold letters at the very top "READ THIS FIRST", with an explanation that basic repeat questions won't be answered.0

some people tend to ignore anything thats "stickied" or posted in a thread
ie Sticky at top of Mobile phones "unlock Nokia's" , lost count of the number of new threads asking for codes I've merged in
or , on referrals , posting in BIG letters asking people to only post once in the thread , 20 minutes and someone reposted in the post after mine
