How does one cancel a sky broadband/phone package for someone who has left the country and is not able to phone from where she is (local sim only), Thailand. I'm her father but that's not good enough for Sky, neither is a mail/letter of authority (this is good enough for the council tax and utilities) She has tried e-mailing but they auto reply to phone.

Just nonsense about her not being able to call.
Local SIMs in Thailand can make International calls. In fact the TrueMove Inter SIM charges 1 baht + VAT(approx. 2p) per minute to call a landline in the UK. Sky number to call is 020 7126 7020. Using the TrueMove Inter SIM, you would dial 00600 44 207 126 7020.
The SIM card costs 49 baht(£1) and has perhaps 5 baht credit. Pop a 50 baht(£1) top up on a any 7/11 or similar and she is away.
So the whole thing can be sorted for a couple of pounds.
If she pleads poverty, set a Localphone account up, top it up with a fiver and register her local Thai number to it. +66 8 ********.
She can then ring the Callback number at no cost to herself and hangup at the prompt. Service will call her back and from there she can dial the Sky number(no need to press the green phone button) to connect. No charge to her at all. The cost of the call will come from your fiver.
Either way, I believe it is very unlikey that she cannot call. Thailand has good mobile telephone coverage.

If another female can call and pass security (password etc) then that should be sufficient?
It has to be done by phone so that they have the opportunity to unleash retentions on you.
The cost of a call from Thailand will be very much less than the ongoing Sky monthly charges.No free lunch, and no free laptop
