Thomas Cook Flight 2010

Having read in the Daily Mail yesterday about delayed flight compensation perhaps someone could advise me.
In 2010 we flew to the Carribean with Thomas Cook to join a P & O cruise, the cruise was booked through a travel agent, the flight was a P & O charter with Thomas Cook. The flight was delayed by 6 hours at Gatwick due to a technical fault. If I want to make a claim who should I contact in the first instance P & O or Thomas Cook?
