Can anyone advise please on the following.
I booked a ticket to fly From Bangkok to Belfast at the end of July 2013 with Ethiad via Abu Dhabi and Manchester.This part went ok but at Manchester the last stage of the journey 45min to Belfast was handled by Flybe.I was due into Belfast for 09-50 and arrived approx 3hrs 15min later than the original touch down time.The CAA say because my ticket was with Ethiad reg EU261 does not apply.Flybe accept responsibility but quote a technical issue and say no compensation is due.Can anyone confirm this and which airline is responsible, are the CAA correct in their findings.

Bangkok - Belfast with Etihad doesn't fall under 261, so the CAA are correct.
Manchester - Belfast does qualify, so you can claim.
If it's a standard technical defect (i.e. not caused by lightning, bird strike, sabbotage, manufacturing defect etc) then you can claim from Flybe (Despite what they say).0
